Exchange Server 2003 Install Error - Help!
Hi,
This is kind of odd. I’ve installed a few Exchange Server 2003 but never got a similar problem.
Scenario:
I am implementing a LAB of Exchange Server 2003 for NLB OWA deployment and currently have these servers:
- 1 x Domain Controller (AD, DNS, WINS, CA)
- 1 x Exchange Server 2003 Back-End
- 2 x Exchange Server 2003 Front-End
- 1 x Isa Server 2006
Operating System is Windows Server 2003 R2 Enterprise x86 and the Exchange Server 2003 is the Enterprise Edition.
Problem:
When I’m installing the first Exchange Server (the back-end) I get an error “Setup failed while installing sub-component Microsoft Exchange OMA Browser with error code 0XC103798A” in the pass “Configuring registry entries for Microsoft
Exchange OMA Browser”.
Of course I’ve installed the required dependencies: NNTP, SMTP, WWW and ASP.NET and correctly prepared the Forest and Domain (with no errors!).
The Exchange server gets installed but OMA isn’t installed (and this is a must).
I believed I’ve read all KB’s out there but no luck.
I’ve checked everything, including: Remote Registry is running, ASP.Net is registered, all permissions needed are assigned to the user that installed ex2k3 (is the administrator account, and for now, the only account!), the operatingSystemServicePack
attribute(ADSI edit) is correct. I’ve read somewhere that this problem is related to ASP.NET but this is built-in in the OS (nevertheless I’ve installed dotnet2.0 in my third reinstallation!). All this plus other bunch of kb’s, still
no luck.
In the exchange server installation log I’ve:

Although exchange gets installed, the services won’t come up. This I could solve, a registry key was missing. When I created in HKLM->Software->Microsoft->Exchange->Setup a new string value named “Services” with the path of exchange
server install as the value data, the services came up nice and easy.
Without this key the MSExchangeSA won’t come up and these errors appeared in eventvwr:
“The DsProxy dll is required but cannot be loaded, error 'c00700cb'.“
“Unexpected error The system could not find the environment option that was entered. Facility: Win32 ID no: c00700cb Microsoft Exchange System Attendant occurred. “
The only thing that I haven’t tried yet is another Exchange Media (which is being taken care of).
Anybody had the same issue? I’ve spent two days trying to figure this out! This is a lot of time to do something that should be straight forward!!
Any help is much appreciated.

To resolve this problem, reinstall Device Update 2.0 from the Exchange Server 2003 CD-ROM. To do this, run the Dupdate.exe program from the following location on the Exchange Server 2003 CD-ROM: Setup\i386\exchange\OMA\BrowseAnil

Thanks for your reply. I've done that already, even installed Device Update 4.0. But still get the same error.
Here is what I've done:
1 - Install AD, etc
2 - Install Exchange Server (got the error)
2.1 - Remove and Install Device Update 2.
2.2 - Reinstall Exchange Server. Same error.
Made the same steps but installing Device Update 4.
Any other ideas?

Which binary you are using for installation, Is it Exchange 2003 SP2 intigrated ? If not use it with SP2 CD for installation. Also if you are using Exchange 2003 SP2 then use Exchange 2003 only CD and then update with SP2 later.

I'm using Exchange Server 2003 without SP2. I apply SP2 after installation (if I can get a proper installation!).
I will check if I can find an Exchange Server 2003 SP2 integrated to test your solution. Although it shouldn’t be necessary since I’ve installed 4 other exchange server with the same OS and the same exchange media a couple of months ago, maybe somo
KB?.
When I test this I’ll get back to you.

Hi Anil,
I just checked on the Volume License download page but it seems that there isn't any Exchange Server 2003 SP2 integrated...
Right now I'm installing a Windows Server 2003 Ent X86 (not R2) to see whether the problem comes from there. To be honest I’ve tried everything I can remember so, I’ll give it a shoot on this one!

Hi,
Based on my research, this issue can occur by corrupted .Net Framework components. To troubleshoot the issue, I suggest you double click the Dotnetfx.exe file from
the following location in Exchange 2003 CD.
\setup\i386\exchange\OMA\Browse
After installing .Net Framework 1.1, please run the following command manually:
"C:\Program Files\Exchsrvr\OMA\Browse\bin\OmaBrowseInstall.exe" events /create
Does the error message persist now?

HI,
Novak, thanks for your help.
Since this is a Windows Server 2003 R2 the .Net is built-in so I can't reinstall using that package.
However I ran the "aspnet_regiis.exe -i" command from the %systemroot%\Microsoft.Net\Framework\v1.1.4322 to register the framework.
Still got the same errors. Runnig the "OmaBrowseInstall.exe" from that location you assume that I've already installed Exchange but I get this error on a clean install.
Running it manually gives me this error: “CLR error: 8007000b
The program will now terminate.
Even manually repaired the framework following this KB http://support.microsoft.com/default.aspx?scid=kb;en-us;830646
I'm just waiting for a new media to try it out. It's the last thing I haven't tried!
Everything I read regarding this issue points to the .net framework but it is installed, I’ve upgraded it to version 2.0, I installed both version 2.0 and 4.0 of Device Update, but nothing.
So, yes, unfortunately the error persists.
