Exchange Server 2007 - Message Tracking

One of our customers is using a ticketing system which creates tickets based on incoming emails to a specified Exchange Server 2007 mailbox.
In one case an email arrived at 09:33h. But the ticket has been created only 25 minutes later!
Now they sent me a log which shows, that between 09:32 and 09:57 the ticketing system was polling the mailbox every 20 seconds for new messages, but only at 09:58 the new message was found and a ticket were created.
According to the message tracking log and the email header, the email was delivered to the mailbox at 09:33h. For me thats correct, but the other guy has his own log, and of course its up to me to adduce evidence.
My question:
If the message tracking log tells me that the email was delivered to the mailbox at 09:33h, is that at a 100% sure, or may there be the possibility that the email hangs somewhere between the timestamp in the message tracking and being definitely delivered to the mailbox?

After analysing I found the problem, and it was definitely not an Exchange Server issue.The Mail was sent at 09:33, but it arrived only at 09:58. Anexternal mail server was responsible for that delay.It was a little bit tricky because there were different mailboxes involved. The first recipient was not the mailbox on which the tickets are generated. There is on more process where these incomming mails are formed and the sent from another sender to the ticketing mailbox.RegardsPeter
