We have some customers who had the OOF turned on but when they have turned it off it still sends messages and when other people turn it on it does not send an OOF
Any help would be welcome

The is uaully down to a bad rule, usually caused by a mixture of MAPI versions and Exchange versions.
For example using Outlook 2003 or a Blackberry to set the original rule against Exchange 2007 will do this kind of thing.
Running
outlook.exe /cleanrules
will usually correct things. Export any existing rules before you do.

Or LOTS of rules. I had one mailbox that had 115 OOF (internal and
external) rules and it just filled up the alloted space for rules! I
had to use MFCMAPI to clean them out (without removing ALL the other
rules). He _did_ have a BB device, too. The OOF rules weren't the only
ones that had duplicates. :-(
