Are you sure you are using the 32bit (x86) install binaries? the 64bit (x64) will definitely not install on 32bit operating systems. 32 bit exchange is definitely not supported in the production environment, however, it is provided for the sake of management tools & lab testing scenarios. If you have 32bit Exchange & 32 Bit Windows 2008, I think you will still get a warning something like this: "32bit Exchange Server 2007 is NOT supported in the Production Environment" but installation will still succeed & you will still have the full functionality of Exchange.

Exchange 2007 requires a 64-bit OS, and will only install on 64-bit OS.

Technically this is not correct - both 64bit & 32 bit Distro's of Exchange Server 2007 exit: http://www.microsoft.com/downloads/details.aspx?FamilyId=44C66AD6-F185-4A1D-A9AB-473C1188954C&displaylang=en However, and this is a big one, Exchange Server 2007 in the Production Environment (where it hosts mailboxes or end user services) is ONLY supported on the 64bit platform by both Microsoft & all their Partners. The 32bit edition was released due to the requirement to install the management tools on 32bit Windows 2000, XP & 2003 systems as well as for use in the LAB or Testing environments where most times 64bit capable hardware is not available, e.g. Virtual Server 2005 Environments.
