Hello...I am Rahul.We are not able to send emails to Hotmail ,but able to receive th emails from them.Getting below error message.

BAY004-MC3F18.hotmail.com gave this error:
SC-001 (BAY004-MC3F18) Unfortunately, messages from 103.23.150.85 weren't sent. Please contact your Internet service provider since part of their network is on our block list. 

Please help to unblock the ip.

we contacted ISP they informed that there is no issue at their end and asked us to run tracert command which ran successful.

we are able to receive emails but still unable to send emails to Hotmail.com.

seems hotmail has added your ip address under black list. 

check your public ip address is black listed

Checked the public ip through www.mxtoolbox.com ,but it is not showing as blacklisted anywhere.

try below link and send again to that particular hotmail user

Additionally:

Have you created SPF record under public DNS Manager, Reverse lookup Record ?
