I am going to install Exchange 2010 on a Windows Server 2012 server in a virtual server environment.

My question is if the Outlook clients will be using Chinese characters in Outlook, does the Exchange Server and/or Windows Server need to run these Chinese Language packs.

I am not sure if the language packs are only required for the Chinese Admin of Exchange.
