According my test, it works fine.
Is there any error message when configure Outlook with Exchange account, or open Outlook client?
Please try run Outlook with safe mode, and repair profile for test.
If this issue persists, please try recreate a user profile then configure Outlook client.
Use the exchange.server of ISP , with the full email address from to be the User , account created at the outlook 2010. It would cause the outlook pop unable opened and , loading very long , Allen please?
Where to have the safe mode started ?
Recreate a user profile = reinstall the outlook2010 ?

Hi,
Type "Outlook.exe /safe" (without quote) when press "Windows+R" to open Run, then press Enter to run Outlook with safe mode.
Note: please close Outlook then run it to effect.

With the Outlook2013 Key version on this upgraded win10pro by win7pro OEM, there is no safe mode as the capture next likes:
Test the outlook 2013 on two exchange modes, ActiveSyn Mail and Exchange Server , none go through the settings.
