Based on your info, I understand the issue that POP3 VS can't auto-start after you reboot server, but it's appeared "running" in services span-in, please correct me if have any misunderstanding. Please post if there's any error info in your event viewer, and your exchange environment for better troubleshooting. Lets apply the following step to isolate the issue: Step 1: check POP3 in services.msc a. Double-click "Microsoft Exchange POP3" service to ensure startup type as "Automatic" b. click "Log on" tab, confirm the checkbox of "Local System Account" Step 2: If the issue is still persisted, let's book a non-business time and perform a clean boot on the server to check if it is third party application conflicts. a. a.<start->run->msconfig.exe> b. in the "Services" tab->select "Hide All Microsoft Services" and click "Disable All" c. In the "Startup" tab->click "Disable All" (This will temporarily prevent 3rd-party programs from running automatically during Start-up) c. Restart server and check whether the problem still persists. Step 3: If the issue persists, please collect info for further analyze a. clean the Event logs in event viewer and then reboot the server b. Check System, Application and Security files for error and post if have.
