We do expeience a problem that outlook send by users are not visible to the recepient. They can see the paperclip attachment icon in the outlook for those mails but if we open there is no attachment.

When we check in the OWA , we are able to see those attachments.

From the scenario, it seems Outlook client issue.

If any of you have come across this issue, please update me some troubleshooting ways.

Try Outlook in safe mode and completely disable any AV installed on the machines. Similarly, test on a home PC/laptop.

Did you try to remove the outlook profile and create a new one?

Make sure Outlook is the latest version.

Switch to online mode to take a test.

Does this issue occur on all users' outlook?
