Exclude Mailbox From Journal

We currently use journal recipient configuration with a 3rd party product to log all emails.  With the new health features we are archiving a bunch of uneeded items like inbound proxy and healthmailbox<guid> records.  I want to exclude these with a journal rule or some other configuration on the Exchange 2013 side.

I found a lot of articles like this article that talk about it.  However I want/need the opposite of this.  This creates a rule or group that if you put users into then it archives.  The problem occurs if someone fails to put a new user in that group I will have issues of the mailbox not being journaled.  So I want to have a group or some way to say exclude vs include.  This way everything is journaled by default and then excluded only when put into a group, list, rule, etc.

So is there a way to actually create and Exclude style of logic?

You can make a script to add the new user to the group when initially creating them. Or is the Method 2: Use a global override?
