I wanted to know the licensing terms for using the EWS API for commercial use. My organization has a strict governance process to limit use of 'open source' software and any software/API used for development must be either purchased separately or should be part of another product for which we have and enterprise licence agreement.

Is there an option to purchase the EWS API, or can it be considered a part of Microsoft Exchange Server license ?

Since you can only use it to access mailbox contents, the end user of the software created using the API will, of course, need a client licence for the mailbox they use it to access. You don't need any licence to use the API itself - it is only there to facilitate software development.

If you're asking specifically about the 'Managed API' (it is possible to use EWS without the Managed API), there is only this on the MS site:

In essence, you can consider the ability to use EWS to access a mailbox's contents to be part of the client licence for that mailbox.
