CAS or mailbox role install?

Thank you for your question.
If you want to add new CAS server to existed Exchange organization, we could consider the hardware of new CAS server, because when we install it, we will add it to CAS high availability.
If you want to add new Mailbox server to existed Exchange organization, we could consider the hardware and size of hard disk. Because when we install it, we will add it to DAG and it will be stored mailbox database.

If you just want to decommission the Exchange mailbox server, you could just install new Exchange mailbox server. If you want to decommission the Exchange mailbox and Exchange CAS server, you could install new Exchange CAS and mailbox server.
