FIM 2010 does not enforce all domain password policies - no hotfix for Windows server 2003

I found KB2443871 and KB2386717 but hotfix is only for Windows 2008 or Windows 2008 R2 domain controller. Our domain controller is Windows 2003. Any suggestions on a solution without upgrading AD server? Thank you
