On a new Exchange 2013 on premise with SP1 CU9, created a new database and moved the arbitration mailboxes from the "Mailbox Database xxxxxx" onto another database on the same server.

Removed the Mailbox Database xxxxxx and restarted the server.

When I click on Migration in the EAC, I get the message:

Hi Paul,

According to the error information, it said that "Could Not Load Migration Persisted Item Transient Exception", in my opinion, it is a transient issue which may be caused by some unknown performance issue.

You can wait for a while, and run the same command again to check if the issue persist.

In addition, I also recommend you check if there are any related error logs have been generated.

Thank you for your response and hope we can get to a resolution.
The problem occurred on Monday and 3 days later it is still not working properly.

Do you know where the Migrations Batch Jobs are stored and if they can be manually deleted?
The MSExchange logs in Event Viewer all have the same message when doing anything to do with MigrationBatch or MigrationStatistics commands

Dear All,

The solution provided by Microsoft is:

1. Delete the user Migration.8f3e7716-2011-43e4-96b1-aba62d229136 in Active Directory Users and Computers

2. Run the command to prepare AD again (from the latest installed CU) to rebuild the Migration mailbox:

setup /preparead/IAcceptExchangeServerLicenseTerms

3. Run the commands to enable it:

Enable-Mailbox -Arbitration -Identity "Migration.8f3e7716-2011-43e4-96b1-aba62d229136"
 Set-Mailbox "Migration.8f3e7716-2011-43e4-96b1-aba62d229136" -Arbitration Management:$true
