Hi,

Please run the following command to confirm whether the certificate with the thumbprint "407F611D511999B118D8534D45EB92F49A87648E" exists in your Exchange server:

Get-ExchangeCertificate | fl

If the certificate is listed there, please run the following command to create the Federation Trust:

New-FederationTrust -Name "Microsoft Federation Gateway" -Thumbprint 407F611D511999B118D8534D45EB92F49A87648E

Then check whether the issue persists. If the issue continues, please refer to the following KB to update the Active Directory object for the federation trust by adding the thumbprint for the next federation certificate to the object:
