Based on the error message, please try the method:
Go to the following path and rename "Office Setup Controller" folder to "Office Setup Controller old".
32bit Office 2013: C:\Program Files (x86)\Common Files\Microsoft Shared\OFFICE15\Office Setup Controller
64bit Office 2013: C:\Program Files \Common Files\Microsoft Shared\OFFICE15\Office Setup Controller
If this issue still exists, we need to see the event log and do the further troubleshooting. You might upload it here and hide the private information.

Do you mind sharing us a screenshot about the pop-up box? If we installed multiple Office in same pc, we needed to repair Office 2013 after uninstalled Office 2007. It'll avoid some unexpected issues.

Have you uninstalled all of the Office 2007 suits or only Access 2007? If you did not uninstall the other Office 2007 suits, please try the method:
If these boxes still pop up when you click file/option in Access 2013, I recommend try to uninstall Office 2007 and then repair Office 2013 to test.

Thanks George, But all seems to be ok with Access opening except it says Access (desktop)?
