User has a Sent folder and a Sent Messages folder in Outlook 2010 IMAP account.

The emails in each folder are different.

In short, one is from Outlook by design, the other is from the account itself on the Server.

Basically IMAP syncs all the folders from the server to Outlook, including the sent items folder of the account itself. In addition, Outlook also provides a Sent Items folder too. You can change how Outlook savers sent items in the IMAP Account Settings:
