Force Standard Email Signature Exchange 2007
Hi, I am wondering if it is possible to force a signature style to all user mail boxes. I.e the font, logo, colour and format. But still let them customize it with their own name, phone number etc

Yes, and no.
You can use a Hub Transport rule to put standard (company address perhaps) details into the signature but that, as an integrated solution falls down when we get to your request to allow users to tailor stuff. You (still) need to buy
something - www.exlcaimer.com, which picks the details out of AD. So long as AD is up to date with the relevant information you can have a properly tailored signature.

Agree with Mark, for exchange 2007, you could use transport rule to put into an standard disclimer, but for the standard signature for every account, it maybe not achieved. And third party application would get it.
For exchange 2010, it could be achieve through transport rule, you could refer tobelow link:
