Grant mail forwarding privileges? - OWA 2013

In a locally hosted Exchange 2013 environment I would like to allow some users to be able to go through /owa and enable forward all mail to 'contact@otherdomains.com' I have it set up but nothing is happening. Is there a rule that needs to be enabled to allow mail forwarding, I don't want to have to create external contacts for each external address they send to.

Hi
Auto Forwarding is by default not enabled in an Exchange environment.
It is a organizational setting that can be enabled on a "remote domain basis" only  and not for an individual user.

Set-RemoteDomain

If you don't want to do that (=understandable) then your only option is to create MailContacts that your users can use in the rules they create.
