I am having issues with my HP Pavillion. After about 10 min. or so when it is sitting idleing the screen turns dark and says, "there no pictures in your library" I'm running Windows 8.1. If I am right 8.1 does not have a library. I would like to know if and how to fix this problem.

As far as I know, the library is always stay in Windows 8 and Windows 8.1, and they work the way they did before, they're just hidden from the left pane in File Explorer by default.
You can still get to them under Favorites by opening Desktop. If you customized your libraries and want to see them in the left pane, tap or click View, tap or click Navigation pane, and then choose Show libraries.

We can open Picture library to double confirm whether there is some photo in it.
If the issue persists, please contact Windows 8.1 IT Pro Team so that you can get more professional suggestion as Ed mentioned.
