Hi,
Check the permission the user has on other users' Calendars, make sure the user has the proper permission.
But since the user can see it on OWA, probably the permission is already granted fine. Please make sure there is no firewall or anti-virus settings to stop Outlook from getting others' Calendars.
Please also let the user switch Outlook to Online Mode, check the result. If there is no issue in Outlook Online Mode, maybe the local cache of the calendar is corrupted, I suggest the user rename the local data file(.ost) to ".old", then
Outlook will generate a new one the next time it starts, check if the issue persists.
