With the help of Dsir GOVIN , I have got the item where the blocked email list stored at.But the type of the value is a byte array.I have been trying to resolve it for hours.But it seems too difficut for me to understand the format of the data. Could anyone help me?

the binary format can be found in MS-OXORULE document (2.2.4.1.10 & 2.2.4.2) and also requires MS-OXCDATA 2.12.
