How do I download all existing email on an Exchange Server to Outlook?
My company use Exchange 2013 SP1 server, user use Office Outlook. My company's requirement is download user's all email from exchange server to their Outlook. We only connect to user through Exchange server not POP3 protocol, how can I do this? is it possible to force from server sid

First of all, I don't think it's a good idea to download everything to PC.

If you really need to do it, here's a workaround:

1. Set a very low ProhibitSentQuota for all the mailboxes

2. Instruct your users to move all email to PST. If they don't do so, they can't send emai.

This is kind of force from server.

Li's suggestion is the best one. If still you want to download all emails to local computer, 

1. Create new PST

2. Move all existing emails to PST

3. Make PST as a default location from outlook profile settings

4. So all new emails will be moved to PST automatically

If something happened to PC/hard disk/PST, then risk is yours :)
