How to create a report that includes dynamic named ranges excel 2010

hello all, I am not sure how to approach this.  I have a userform that populates several sheets, I need to create a report that can be printed so all text is visible(printing the userform does not show all text). So I started by creating dynamic named ranges because some information can be one row or many or when the form is cleared 0. I need the reprt data to look like

Project Name          Department        Department Code     Start Date

1 row of data

Stakeholders  (dynamic named range) =OFFSET(INDIRECT("Sheet2!$A$2"),0,0,COUNTA(Sheet2!$A:$A)-1,5)

0 or many rows ,  

How do I make the rows on the report dynamic? do I use row.Insert.  I need to check the range for data and then insert rows or range into the report.
