How to enable TLS for all outgoing messages in exchange 2003
How do I enable TLS for all outgoing messages in Exchange 2003? What if the recipient server doesn't have TLS enabled?

With Exchange 2003 it is an all or nothing affair.
If you enable it for all email, then probably 90% of your email will fail to be delivered - most recipient servers do not support TLS. Exchange 2003 doesn't do opportunist TLS.
If you want to use opportunist TLS, then you need to upgrade to Exchange 2007 or higher.

To answer your specific question, it would be set on an SMTP connector, but it is best set on a per domain basis.
