Maybe your PST file is corrupt.
There are a lot of online resources discussing about how to recovering corrupt or damaged PST files.
First, the Microsoft offical tool scanpst, also called Inbox Repair Tool, can repair the PST file, you can refer the following articles:

Second, a lot of Outlook MVPs also discussing this topic on their own websites:
http://www.msoutlook.info/question/77
http://www.slipstick.com/problems/pst-repair/repair-a-damaged-personal-folders-pst-file/
Third, there are many third-party Outlook recovery tools you can try, below is a list of them:

Nearly all these tools provide a free trial so you can try first to see if a tool works before purchase it.
Good luck!
Recovery ToolBox for Outlook can be also used to recover information from Microsoft Exchange ost files and/or convert them into Microsoft Outlook pst files
1) reading the corrupted pst file
2) identifying and recovering data from this pst file
3) saving the recovered data to one or several new .pst files

It seems the PST file is corrupted or has some issues. If you haven't tried SCANPST.EXE, you must try it.
If this fails, you need to use a third-party PST Recovery tool to recover your contacts and notes from the PST file. Before buying any third-party recovery tool, you can use its free demo version. If you can see your contacts and notes in the recovered data, you need to buy the software.
I can recommend you SysInfoTools PST File Repair tool here to recover your data from corrupted PST files. You must check its free demo version first.
Thanks.
