I recenly upgraded to Publisher 2013.  To import a scanned image from previous version all you had to do was go to insert screen and choose scanner.

ehmm... I suppose the previous version means Publisher 2003 or even earlier?

In Publisher 2013, we can use the following method:

First, use the scanner software or the Fax and Scan feature in Windows to scan and save your picture to your computer. Now, open Publisher 2013, and:

1. Click Insert > Picture
2. Go to the folder where you saved the picture.
3. Select the picture, and then click Insert.

Thank you very much for the suggestion. It worked great.  I pinned the Fax and Scan feature in Windows to the task bar which allows this feature to be readily available.

You were also correct.....my previous version of Publisher was 2000.
