well, if you don't want to put limitation on mailbox storage size for certain user , you can remove the option fromexchange general, under storage limists under user mailbox properties, where it says to use the default mailbox store default option, by this you will have unlimited mailbox size for this user.
if you want to put a limit for certain user mailbox, then you have again to remove the check mark where it says "use default mailbox store ......" under teh storage limits tab, then specify the storage limits there, it should accept more than 2097151KB.
please let me know if you need more help, and if my reply did help you in solving your problem.

This is true, you can't have the valua of the warning and prohibit send to be set the same value. you need to set a value lower than the prohibit limit by some migabytes inorder to notify the user that his mailbox will reached the maximum limit and that the user needs to free out some data from his mailbox.
if you want to setup the maximum limit for that user to 2097152 , the you can set the following limit settings for that user:
Issue a warning at (KB): 2097132
prohibit sent at (KB): 2097142
Prohibit send and recieve (KB): 2097152
by this your seetings will work, try it and let me know the result please.

Ok, this is a know issue , and here is the solution for it from Microsoft Support Site:
You receive a "Specify a value from 0 through 2097151" error on Limits in Mailbox Store properties
http://support.microsoft.com/kb/555559
You receive an error message when you try to set the storage limits to 2 GB or larger for a mailbox or for a mailbox store in Exchange 2003 or in Exchange 2000
http://support.microsoft.com/kb/930366
please let me know when this issue is resolved, or if you need more help.
