Ive got a new outlook2013, after I install it, I put the 2003 back up into outlook 2013. then it start to syncing my old emails back to my email server box which make it full, so I cant get new emails in, how can I stop syncing and still get the new email?

Follow the steps below:
1. Choose File-> Info-> Account Settings-> Account Settings
2. Double click your Exchange account and select the option: Use Cached Exchange Mode. The default setting is 12 months.
3. Click Next.
4. Click Finish.

Im using optus web mail account.
im using pst back-up file in outlook 2003.
I don't think im using exchange server, because I couldn't find out cached exchange mode, so I cant turn it off.

Now I know more about you.
I suppose that you put the back-up pst file to Outlook 2013 with Import/Export feature in Outlook 2013.
When you import the pst file to Outlook 2013, it will sync to the server. To prevent this, follow the steps below:
1. Go to FILE tab in the ribbon of Outlook 2013.
2. Click Open & Export on the left side.
3. Choose Open Outlook Data File.
4. Find your back-up pst file and then click Open button.

Please try create a new Outlook profile and dont put your back-up pst file in the new profile, then check if it still keeps syncing.
To create a new Outlook profile, go to Control Panel > Mail > Show Profiles > Add More details, see:

If it would stop sync in the profile, then open the pst file with the steps I mentioned above, and then test the result.
The pst file is just a local data file, I dont think it has something to do with the syncing to server problem.

I am in the same boat. The optus webmail server only allows very small amount of storage. I used to download the emails onto outlook then delete the files off the server, but now that I have installed outlook 365 it has re-uploaded these old files back onto the optus webmail server making it full. I want to stop the syncing of these two accounts but don't know how to turn it off. I want to use outlook to view and store emails, but not upload back to server. HELP US!
And me also. All my emails were stored on my PC and were copied from my web server when I went on-line. I could then move them around, delete them, re-arrange the folders without affecting the set upon the web. Periodically I would go into my web mail and delete the old ones but still leaving the copies on my PC.
I cannot do this any more, which is a tad annoying. There must be a setting in Outlook365 that prevents this syncing but I am damned if I can find it.
Does anyone have a clue? Please?

You have to set up Outlook through 'manual settings'. The account type has to be POP with the incoming server as POP and outgoing as SMTP.
It all works perfectly then.
This might not help exactly in the issue you are discussing. But it helped in avoiding the synch issue with my webmail.
I needed to have a copy of my data on my outlook and when I delete or add mail or folders it does not really do the same on the web. Although it will synch but the following is what I found very useful in my case.
1- Create a fake mail account using the POP mechanism. Name and servers ..etc are not important as long as it is written in the format required. Now the account it created. Unmark the test check so the checking mechanism does not check this account. Also in the send receive, disable or increase the time of checking.
2- Create sub or new folder under this new account.
3- In your original account, create rules to move your coming mail into the new folder created of the fake account. You can also select and copy the mail using ctrl-A ctrl-X or ctrl-C pasting or moving the mail into the new folder.
4- Anything added into the new fake account is not bron to synch.
It is good for backup also for filtering in addition to synch avoidance. I found it also useful as the same folders will not by created or synch-ed on the web server..etc
There are lots of other benefits that I found in this technique if you check the rules.
