Is it when the option icon is highlighted?
In my case the message "The server refused the connection." keeps coming up regardless even though I Disable Scheduled Send/Receive. And it does much more often than the default scheduled automatic send/receive every 30 minutes. It is
pretty annoying when the web server where I am using the computer disallows access to any email servers while I need to access info in the already downloaded mail.

We can click WorkOffline button from Send/Receive Tab to avoild that.

I wasn't too sure when the message kept coming up after I pressed the button. I had supposed when the button is highlighted then it is offline.
