I've completely broken my contacts folder

I've somehow completely broken my contacts folder and have no idea how to fix it.  I flirted briefly with Windows 8 with Office 2013 and then 8.1 with Office 2013 on my laptop.  I decided I'd done enough playing and reverted back to an image I had taken of my laptop when it had Windows 7 and Office 2010 on it.  All looked OK at first but then I noticed that I had two calendars and two Contacts folders.  One was blank and the other had all of my contacts and meetings in it.  I deleted the blank contacts folder and then got distracted so left the calendar as it was.

I then noticed that I no longer had any Exchange contacts in my Windows 8 phone.  None at all!  I checked my calendar on my phone and everything was in there.  I then created a test appointment and sure enough it went into my new blank calendar folder.  Easily fixed, I copied all appointments to the new folder and deleted the old one.

Now I just needed to do the same for contacts.  However the Contacts folder that I had deleted is sitting under my Recycled folder and I am unable to do anything with it.  I cant move it or delete it.

My phone is steadfastly refusing to sync my contacts.

I tried removing all Outlook Addressbooks in account settings and restoring my contacts from several days ago - no luck.

I have browsed folders and tried to delete the old contacts or move it that way - I get no option to move it.  

Any ideas at all would be greatly appreciated!

Is that a default contact folder ?
