Is it necessary that a server will put to maintenance mode when resetting IIS?

Its not very necessary to put server in maintenance mode when resetting IIS.

If users are running RPC/HTTPs or outlook anywhere then they will be disconnected, but since the restart takes place so fast, so it would not affect much. I have used iisreset loads of times in production, wouldn't cause much harm.
