We are migrating mail accounts from several different systems, and we need some way for users to imoportar your contacts from OWA.
Users can only connect to the mail system from OWA.

Their contacts? OWA has no method of importing contacts. They're going to have to connect using Outlook. Alternatively, you can move the contacts into a PST file and then use New-MailboxImportRequest to import the PST into the mailbox.
Ask users to import their contacts from files. Csv ... they want to access it from OWA Exchange 2010 SP2.
Is there no way to do it via EWS or something similar?
Since, Office365 from microsoft, if there is an option to import contacts from files.

You can probably do that through EWS but you'd have to write the code to do it, and that's a pretty daunting suggestion to me.
If you're talking about importing into Office 365, then you should ask in the Office 365 forum since that service is not equivalent to Exchange 2013. There are restrictions.

There is no import/export within OWA natively.
And Ed is right, you can move the contacts to a .pst file and run the following cmd to move it to a mailbox.
