Could you please support us about command to install hotfix because I failed install as has a message as below.

Check specified contents for package or task. If it is package distribution task, make sure silent installation command is specified and execute task again.

For Policy Based Task(Windows Update), remove the task and cancel Windows update file registration. After that, register the Windows update file again

I use command: office2003-KB2510153-ENU.exe /quiet /norestart

the messages you have provided are not from the MS Office update package. I presume they are from your software/patch management tool.

the parameters you are using, are correct: http://support.microsoft.com/kb/912203

You may need to examine the logfile from the update, to understand the issue occurring.

for hotfix detection, depending your setup, you may be able to detect for the presence of a registry key, e.g.:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\{90120000-001A-0409-0000-0000000FF1CE}_PROPLUS_{0451F231-E3E3-4943-AB9F-58EB96171784}
