Integrate Exchange 2013 with Office 365 Tenant
We have a Office 365 tenancy with Directory Sync configured that we just completed a migration from GroupWise to.  I have implemented an Exchange 2013 with the CAS and MBX roles as well as the management tools on the sync server but I am unable to see the users that are in the Office 365 tenancy.  Can someone assist me with configuring this Exchange 2013 on prem deployment to be able to manage our Office 365 Exchange Online accounts.  Specifically we need to manage Distribution Lists and groups.

Are you trying to manage cloud only accounts from on-premise? If so, that is not possible. You can only manage DirSync'd objects from on-premise, that too making changes and running a DirSync.

It is not really clear where you are having difficulty.
