There are long departments names (>64 symbols) in my organization. A few years ago we increased rangeUpper value of department attribute in Active Directory and it was helpfull for Exchange 2010. But now my recipient administrators cannot modify department attribute in ECP:

you can do this with ADSI Edit.

I have verified in my environment using Exchange 2013 and Exchange 2010, the attribute also can't be modified in ADSIEdit by default. Your understanding will be appreciated.
