Thank you.
I even assignd the full mailbox permission to company B user in company A forest.
Two-way trust relationship built.
Could it be the reason which there is Exchange 2003 in Forest A and there is exchnage 2007 in forest B?

Hi John,
Based on my experience, Exchange in Forest A and there is exchange 2007 in forest may not the reason to this issue. For this issue, I suggest you to check whether
your users have “send on behalf of permission” included.
You can use get-mailbox xxx |fl
GrantSendOnBehalfTo to check whether user has been assign send on behalf of permission.
If you have not assigned send on behalf of permission to your users, please use these commands to assign the “send on behalf of permission”:
Note: (Testmbx: the mailbox which you will be used to assign “send
on behalf of permission. Jaredz: the user who will be assigned “send on behalf of permission”)
# Grant "Send on behalf" permission
Set-Mailbox testmbx -GrantSendOnBehalfTo jaredz
