Issue w/ Forwarding in Exchange 2003
I have created several resources in Exchange 2003 to be used for conference rooms and projectors. I have setup a forward on the accounts to go to another exchange account that the techs use so they can be alerted before they have to deliver equipment. When I book a meeting with the resource as an invitee, the forward works. If I book a meeting with the resource as a resource, the forward doesn't work. Any suggestions as to why this wouldn't work?

Hi,
It seems that you used the direct booking to book the an appointment or a meeting request. If so, that is by design for the rule didnt function if the resource as the a resource being specified.
That is because the resource mailbox is configured for direct booking, the client of Organizer will not sent the message to Resource mailbox if the Resource is specified as the Resource. Client will directly put the meeting request on Resource mailbox calendar. Because the meeting request message is not sent to resource mailbox, the rule will not fire.
The only workaround than is not use direct booking feature if you need rule to get fired. In this situation the resource has to manage manually.
Please find below the link and go to Using direct booking paragraph which talks about the how the meeting request is handled in direct booking.
