All clients are not set to Cached Exchange Mode, And I will try the safe mode for outlook

Hi Lance Erich, Per your information, the issue seems related with outlook end. Due to the issue just happen to the local pst folder and just some users, please ceate a new pst and confirm the issue whether still exists, or use other client to test the same user.
