I'm just newly installed Exchange 2013 in my test environment which running in VM mode. Installation success and I can access OWA, ECP and so on..
However, all my mail sent to internal users are stuck in drafts.
I did check Internal DNS lookup properties on EAC and change it to local DNS server but emails still stuck inside draft.

Did this issue occur on OWA?
By default, after Exchange 2013 install, we could send/receive email in internal without any configurations.
We could make sure Exchange services are running on Exchange server. if they are running, we could restart the Microsoft Exchange Transport service.
If there are any anti-virus on client and server, we could disable it to check if the issue persist.

Yes, this issue happen on OWA. I haven't try on Outlook though.
There is NO anti-virus installed on the Exchange server.
What else I should check on?

We could use get-servercomponentstate to check all server component state is active:

then restart the Microsoft Exchange transport service and logon OWA on Exchange server to check if the issue persist.

Hi,
Mails is stuck in draft through Owa.
Login to ecp and click on the server option and check the internal dns and external dns mention or not. after that restart the server.
Test-ServiceHealth execute this command that all the services are running.

we could restart the service of Microsoft Exchange Mailbox Transport Submission to check if the issue persist.
We could create a new database then create a new email account to check if email could be sent.
