Mailbox Move Failures
Creating new database is not the resolution. As it worked for other user Mailbox.

What will happen if I create a new database for testing, then remove the database? Will this cause any problems?

I am in the process of migrating users from Exchange 2003 to 2010. I have successfully moved several users to the new server, but several others are failing. I thought the failures were caused by client-side rules, but one of the mailboxes does
not have any rules. Can you take a look at the follow error and tell me what you think?

Hi,
normally this means that there are inconsitant data in the database. In order to correct the problem you can use isinteg in order to check for inconsistancy and to fix them. Or, during the move Process you should configure the number of accepted incinsistancy.
In this case these elements are ignored and not transfered to the Excahnge 2010 System. So in the end you have got a consitant database.

Can you ask the users whose mailboxes cannot be moved if they are experiencing any issues/errors. If so, try restoring the mailbox from a previous day or two.

You can reset the DACL to have a try, maybe it works for you.
You also can follow this workaround:
Install new Exchange Server (Exchange 2010 RMT RU-4), move mailboxes from the Exchange 2003 to Exchange 2010 RTM RU4, then move mailboxes from Exchange 2010 RTM to
Exchange 2010 SP1.

Hello JWD2,
Per my knowledge, this is a known issue for mailbox move. Here are two workarounds you can have a try:
<1> Move these mailboxes to another new database, then try to move these mailboxes again.
<2> Export the affected mailboxes to pst file, then create new mailboxes in Exchange and import the pst file.
