Mailbox size problems
We use Exchange 2003 in an FE/BE topology. 99% of our clients are running Outlook 2003 in Exchange mode. The remaining 1% (a few admins) are running Outlook 2007 in cached mode.
Several months ago, I had an issue where I couldn't send mail even though I was under my mailbox size limit. When I checked folder size, it appeared that even though my local inbox was under 500mb, it was over 650mb on the server. To fix this, I emptied my inbox into a PST and then moved it from the PST back into my inbox. That fixed the problem.
Today, a few other users contacted me with the same problem. So a few questions:
What causes this?
Can it be avoided?
Is the problem on the server or the client?
Is there a better solution than the manual process I've performed so far?

in order to better troubleshooting for the issue , please provide me as the following info

Have you make a limit mailbox policy for your user? If have , please list those info:
(2)
Do your mail store at server or local ?
(3)
Please check capacity of the disk that store database and database capacity of storage group , then post them to forum;
BTW, please tell me your exchange server editon;
(4)
Please save the application log as .evt file , and post the evt file toforum ;
if anything is unclear , please free time tell me ;

Hi,
Check if this is because of cache mode of outlook or outlook profile problem.
Check if any mail itemsare stucking at root of the mailbox by opening mailbox in MFCMapi.
ESM shows size & count but mails in outlook iszero
