I've been reading a lot and this issue is a very common one, but I haven't found a solution and it seems that no-one found it.
We have a user which has his own private e-mail address and Full Access rights to a few other e-mail users.
When he sends an e-mail from his private address, it is being send like it should and the addressee receives the e-mail.
When he "sends as" from an e-mail address where he has full rights, that e-mail gets stuck in the outbox and the addressee doesn't receive the e-mail.
When someone else that has the same full rights to that e-mailbox hits the send/receive button, his e-mail gets send anyway and there is no problem receiving the e-mail.
It's almost that the user doesn't have sending rights while he has full access.
User1 has e-mail user1@company.com
User2 has e-mail user2@company.com
They both have "Full Access" to the mailbox (not shared, it's a normal "user" mailbox) info@company.com
User1 "sends as" info@company.com and that e-mail get's stuck in the outbox for mailbox info@company.com
User1 hits the Send/Receive button but the e-mail doesn't get send and he gets no error, restarting Outlook does not help, removing the Outlook profile and re-creating it does not help.
User2 hits the Send/Receive button and the e-mail User1 send, get's send anyway.
We are using Exchange 2013 with Outlook 2010/2013 clients.
