Make mail-enabled public folder visible in GAB
Our organization migrated from Exchange 2003 to 2010 during 2010. We have some legacy Public Folders that are not visible in the Global Address Book that we would like to make visible. Is there a way to do this from either the EMC or the Shell?

Have you verified the PF's on the Ex2010 Server are Mail Enabled? http://technet.microsoft.com/en-us/library/aa997560.aspx MVP Exchange Server

Try mailing the public folder first and see if you receive And please check if option Visible in GAL is check. the option is "Hide From Address Lists" = true to make Invisible in the GAL or try to set the property msExchHideFromAddressList=False from ADSI, After that at Exchange Powershell Update-GlobalAddressList "Default Global Address List". Sometimes problem occurs because the recipient's primary SMTP address was changed without updating the Mail attribute. If the Mail attribute does not match the primary SMTP address, the recipient will be dropped when the address book is generated.
