2. The person is getting a link from OneDrive Online. The person getting the link may or may not be an OneDrive user. I want the Word or Excel file to act like a PDF and download automatically; not open in Office Online.
Download here does not mean move or delete. It means sharing a file that cannot be edited online (just downloaded) by the recipient.

Does it download or display in Office online? I want it to download because I am actually creating a form in MS Word or Excel and want the person to download it, complete the form, save it with their name, and email it back. When the get the form in
Office Online they get confused bout what to do.
