What rights do I need to grant to allow someone to grant others send-as rights. In other words, I want to set up an administrative group with permissions to manage the send-as right.

I added a test account to the Exchange Recipient Administrators group and the Account Operators group and cannot grant send-as permissions to contacts....

Hi, What did you mean "grant send-as permission to contacts"? Was the User A has the send as permission for contacts? If it was, you need to grant the permission in ADUC. Thanks Allen
