Can someone tell me step by step how to manage the group members who have the right to send to everyone please? I cannot locate the modify members applet for this.

I have added members to this group before and I just can't remember how to do it. It is the group that has permission to send to the everyone group. These members would be able to send to everyone in the organization at one time. Somewhere there is a place to add members and allow them that capability. Does that make sense?
