Manager of a Public Distribution Group (Universal distribution group) cannot make changes
I am having a similar issue to many other posts regarding managment of distribution groups. However, one difference is that when I initially assign a manager for a distribution group, it works for a short while and then the user starts getting the 'you don't have sufficient permission' message. Some are still able to manage DGs ok. We just finished with a Microsoft onsite AD RAP and they confirmed that our AD environment is well-designed and replicating properly--all DCs are GCs. The DGs are all Universal groups. This happens whether the user is in the same domain as the DG or another one. I've been through just about every posted suggestion I've found on the internet. Nothing helps once they start getting this error. The managers are regular users with no Exchange or AD admin privileges--and I can't give them any. We are a large enough organization (13k+ users) that we have to decentralize management of things like distribution groups. I thought it was just affecting groups migrated from GroupWise earlier this year, but discovered that it is affecting groups created just last week--the user can manage initially, but then can't. We are checking the option in AD-- 'Manager can update membership list'. I've tried to rule out cause by multiple users having Manager assignment by reducing it to single user. We've compared the attributes on the mailbox and AD accounts for the users and the DGs and ensured they lined up. I know this is a lot of info, but I wanted to make sure you recognize that we've tried all the basic ideas (and some not-so basic).

Hi P A S, Which version of Exchange do you use? If you are running Exchange 2007, you need to delegate the management of distribution group membership to a user via Add-ADPermission.
