MapiExceptionNamedPropsQuotaExceed ed

I'm having an issue with Event ID 9667. I have one user sending an email to 10 people in a particular database and for those people only, we get an undeliverable message

#550 5.2.0 STOREDRV.Deliver: The Microsoft Exchange Information Store service reported an error. The following information should help identify the cause of this error: "MapiExceptionNamedPropsQuotaExceeded:0.21750:89000000, 4.18122:00090480, 0.25510:00000000, 4.25270:00090480, 0.25529:10000000, 4.30026:00090480, 16.18969:34000000, 17.27161:000000002E000000000000000000000000000000, 255.23226:86000000, 255.31418:9C000000, 0.24569:71040000, 0.19921:AC240000, 4.26617:00090480". ##

I can send to those people with a problem. I am connecting via Outlook 2010, when I look in the event viewer, I see the below. "EXCASSRV1" is my CAS Server. The person having the issue (receiving undeliverables) is using Outlook 2013.   As for the environment, I am running Exchange 2007 SP3 with the latest rollup, in a CCR.

Failed to create a new named property for database "SG1\Atlanta" because the number of named properties reached the quota limit (8192).

User attempting to create the named property: "EXCASSRV1$"

Named property GUID: 00062008-0000-0000-c000-000000000046

Named property name/id: "34283"

I've done some research on this error, but not sure I completely get it. Some of the users who are coming back as undeliverable are rather new employees, so while the database is older, then users on it aren't, if that matters

Any ideas?
