Meeting request errors
I have some users who are having issues with forwarding meetings under exchange 2007. One person sets up a meeting or assignment, but the user will not have permission to send to the people he wants to at the meeting. Occassionally, the meeting will go through, but recipients cannot add new users and forward the meeting. This happens all throughout the company.

You mean organiger can not invite attendee,is that right?
What client tool do you use to create meeting request or forwarding meeting request,Outlook 2007,OWA or other?
If use outlook,then please check the below register exists,if it is there,then the forward option has been disabled.You can delete "ForceMtgForwardResponse".
HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\Options\Calendar\ForceMtgForwardResponse
Also please post the detail error information here or thescreenshotfor further troubleshooting.

Below is the email error sent back to the user sending the request/appointment.
The email is valid and you can send email directly to the persons. only no appointments go through to them. This happens to some, not all the recipients.
